Paul writes to Titus on the island of Crete to set in order what remains and appoint elders in every town. He lists the qualifications for elders—blameless, hospitable, self-controlled, devoted to the word. He warns about rebellious people, especially from the circumcision group, who must be silenced.
Paul instructs Titus to teach sound doctrine for every group: older men to be temperate, older women to be reverent, young women to love their families, young men to be self-controlled. The grace of God has appeared, bringing salvation to all people, teaching us to live godly lives while we wait for Christ's return.
Paul reminds Titus that believers should be subject to rulers, ready for every good work, and gracious to all. He recalls that we too were once foolish and enslaved, but God saved us through the washing of rebirth and renewal by the Holy Spirit, not because of our works but because of His mercy.
